Over the past few years, discussions about the National Disability Insurance Scheme have increasingly focused on costs, sustainability, compliance, fraud prevention and reform.
Reports, reviews and media commentary often ask whether the NDIS is financially sustainable, whether participants are receiving appropriate supports, and how the system should evolve into the future.
These are important questions.
But somewhere in the debate about budgets, funding and legislation, there is a risk that we lose sight of the most important question:
What was the NDIS created to achieve in the first place?
At Lion and Mouse Australia, we believe the answer is simple.
The NDIS was never intended to be merely a funding mechanism.
It was designed to help people with disability live ordinary lives, make choices, pursue opportunities and participate fully in their communities.
The purpose of the NDIS is not a line item in a government budget.
The purpose of the NDIS is people.
The Heart of the Matter: People, Not Policy
For many Australians, disability support is often discussed in abstract terms.
Governments talk about expenditure.
Economists talk about sustainability.
Policy experts talk about reform.
People with disability talk about something entirely different.
They talk about:
- Getting to work.
- Attending university.
- Raising a family.
- Staying connected to friends.
- Accessing healthcare.
- Living independently.
- Participating in the community.
For participants and their families, support is not simply a service.
It is the difference between being included and being isolated.
It is the bridge between ambition and opportunity.
And that’s why discussions about the future of the NDIS matter so deeply.
The NDIS Is Changing
Whether through legislative reform, new funding arrangements, increased compliance measures or changes to planning processes, the NDIS is entering a period of significant change.
Some of these changes may improve accountability and sustainability.
Some may create challenges.
Many participants are understandably asking:
What does this mean for me?
The honest answer is that the full impact of many reforms is still emerging.
What we do know is that participants who understand their plans, document their needs and actively advocate for themselves are often in the strongest position to navigate change successfully.
Five Things Every Participant Should Be Doing Right Now
While nobody can predict every future change to the NDIS, there are practical steps participants can take today.
- Review Your Goals
Your NDIS plan exists to support your goals.
Before your next planning or review meeting, ask yourself:
- What do I want to achieve?
- How are my current supports helping me?
- What outcomes have I achieved over the past year?
- What do I want to focus on next?
Strong goals create strong plans.
- Collect Evidence as You Go
One of the biggest mistakes participants make is gathering evidence only when a review is approaching.
Keep copies of:
- Allied health reports
- Specialist recommendations
- Assessments
- Progress notes
- Examples of improvements and achievements
Good evidence helps demonstrate how supports contribute to your independence and wellbeing.
- Understand Your Funding
The NDIS is placing increasing emphasis on budget management and accountability.
Participants should understand:
- How funding is being spent
- Which supports are being used regularly
- Whether supports are achieving intended outcomes
- How much funding remains available
Understanding your plan helps prevent surprises and allows better decision-making.
- Ask Questions
If something doesn’t make sense, ask.
If a decision seems unclear, ask.
If you’re worried about changes to your plan, ask.
Too many people assume they must simply accept decisions without understanding them.
Knowledge is one of the strongest forms of self-advocacy.
- Use Your Voice
The future of the NDIS should not be determined solely by governments, consultants and policy experts.
It should be shaped by people with disability.
Write to your local Member of Parliament.
Contact Senators.
Participate in consultations.
Share your lived experience.
The strongest disability policies are developed alongside the people they affect.
Why Advocacy Matters More Than Ever
Many of the rights and supports available today exist because people with disability and their families chose to speak up.
The NDIS itself was born from decades of advocacy.
Every major improvement in disability rights has happened because ordinary people shared their stories and demanded change.
Your lived experience matters.
Your perspective matters.
And your voice matters.
Nobody understands the impact of policy decisions better than the people who live with those decisions every day.
Keeping the Original Vision Alive
At Lion and Mouse Australia, we support reforms that improve participant outcomes, strengthen safeguarding and ensure the long-term sustainability of the NDIS.
But we also believe that every reform should be measured against a simple question:
Does this improve the lives of people with disability?
If we lose sight of that question, we risk forgetting why the NDIS was created in the first place.
The future of disability support should not be defined by budgets alone.
It should be defined by opportunity.
Opportunity to work.
Opportunity to study.
Opportunity to build relationships.
Opportunity to live independently.
Opportunity to participate in the community.
Opportunity to live a life of dignity and choice.
Moving Forward Together
Change can be difficult.
Uncertainty can be frustrating.
But participants should never feel like they are navigating the NDIS alone.
At Lion and Mouse Australia, our commitment remains unchanged.
We will continue to advocate for participants, support informed decision-making and keep people at the centre of every conversation about disability support.
Because beyond the headlines, beyond the legislation and beyond the budget discussions, the NDIS has always been about one thing:
Helping people live the lives they choose.
